Out of the Blue’s founder worked for OptiRTC, the first and leading real-time digital adaptive control technology for managing stormwater. As the creator of continuous monitoring and adaptive control (CMAC), Opti’s technology manages storms to mitigate floods, combined sewer overflows (CSOs), and downstream erosion, protecting our streams, rivers, waterbodies from hydromodification, and our watersheds and communities from polluted runoff, while conserving water for reuse, to drive community resilience.

Joining Opti during a website relaunch and collateral overhaul, Sivan helped the Opti find its brand voice and drive narrative in content strategy. She was also responsible for planning and implementing regional marketing strategy, managing strategic accounts, and lead generation.

Through her strategic account management, Sivan opened up a $1M+ project pipeline for real-time, adaptive control integration with a public private partnership and affordable housing expansion in NYC, ensuring Opti’s inclusion through local stakeholder strategy. She also secured an invitation-only technology and expertise showcase for Opti and its digital-first consulting partner with key critical NYC agency decision-makers, and was pivotal in rescuing two NYC affordable housing projects, securing key insights and navigating multi-stakeholder dynamics. Sivan also identified nearly 250 additional project targets with an existing MS4 client in Maryland, illustrating preliminary potential to generate millions in revenue through successful Opti retrofits.
